AUSTIN, Texas — Sustainable Food Center (SFC) has received a $50,000 Community Investment Grant from United Way for Greater Austin, a regional effort designed to improve how organizations connect individuals and families with health, nutrition, and social service resources. This grant builds upon a decade of intentional collaboration, with SFC actively advancing referral networks and community navigation in Central Texas since 2016.

“Through Connect2Thrive, backboned by United Way for Greater Austin, SFC, together with healthcare providers, nonprofit organizations, and social service agencies, will build a Community Information Exchange (CIE). A CIE serves as a community-governed infrastructure that enables information to be effectively and responsibly shared across multiple organizations in support of person‑centered care coordination and systems of change. This closed-loop approach reduces the burden on individuals navigating complex social safety nets, allowing providers to track outcomes and connect Texans directly to services such as housing, healthcare, or food access.

According to Sayuri Yamanaka, Senior Community Engagement and Advocacy Manager at Sustainable Food Center, participation in the Community Information Exchange (CIE) will strengthen SFC’s internal capacity for secure and responsible data sharing by helping the organization build the infrastructure, systems, and agreements needed to protect client privacy while improving care coordination across partner organizations. 

“This work marks an important milestone for our organization, helping us develop the processes and agreements needed to protect clients’ privacy while providing a more holistic understanding of their needs and connecting them to the resources that can best support them.”

The funding will also support SFC’s statewide Help Desk, which has served as a vital community lifeline since 2019. Improved information exchange will enable SFC to identify service gaps, strengthen navigation support, and design programs specifically for the “gap” population, people who do not qualify for traditional benefit programs, but still face steep barriers to consistent food security.

Yamanaka noted that participation in the CIE will help SFC better understand the factors that influence why people engage with food access programs and how those needs intersect with other areas of daily life. By gaining a more holistic understanding of participants’ needs, SFC can strengthen coordination with organizations addressing related challenges. As Yamanaka noted:

“The new opportunity involves working with partners in a bigger way. These partners offer different services and understand how food access connects to all their work.”

SFC Tabling and Community Engagement Members

That collaborative approach extends beyond Travis County through a network of partners serving communities across Williamson County, the Greater Austin region, and rural areas of Texas. Through this initiative, SFC joins Lone Star Circle of Care and Foundation Communities as one of the core organizations piloting Central Texas’ first Community Information Exchange (CIE). Together, the three organizations identified food access as the pilot’s primary focus area.

Jessica Venson, Associate Vice President of Strategic Navigation Programs at United Way for Greater Austin, emphasized the importance of the pilot’s focus on food access:

“Right now, when an agency refers a client to a food pantry or SNAP, they rarely learn whether that client was served or if they received enough food. We are thrilled that Connect2Thrive’s first pilot is focused on closing this gap. Through shared infrastructure, partners will confirm when a client successfully receives food support, identify the barriers preventing access when they don’t, and work together to ensure people’s needs don’t fall through the cracks. Bringing together trusted organizations through a year-long referral pilot, Lone Star Circle of Care, Foundation Communities, Sustainable Food Center, and United Way are pairing that foundation of relationships and shared accountability with infrastructure needed to make it happen.”

A cornerstone of the initiative is resident leadership and trust-building. SFC ensures community voices remain central by working alongside trusted local leaders, including promotoras and former program participants who now serve as educators, and Help Desk specialists.

Whether shrink-wrapped, freeze-dried, or in a sealed bag inside a sealed box, typical groceries are extensively packaged and preserved. For many grocery store shoppers, packaging and preservatives are seen as indications of food quality and safety, which might make the stacks of carrots out in the open and baked goods in paper bags at farmers’ markets seem risky by comparison. But in reality, small-scale farmers, ranchers, and food vendors follow a variety of quality-assurance and food safety guidelines. Here’s a look at what really happens behind the booth.

Producer-only markets

For the freshest farmers’ market foods, look for markets that describe themselves as “producer-only”. This description means that vendors have to grow or make what they sell themselves and can’t resell products made by someone else. While “producer-only” is a voluntary standard, markets who opt for this model usually have an inspection or farm visit system to ensure vendors are producing the goods they bring themselves.

SFC Farmers’ Markets

At Sustainable Food Center (SFC), our knowledge about market food safety comes from experience at our own markets. We operate two producer-only markets in Austin, SFC Farmers’ Market Downtown and SFC Farmers Market at Sunset Valley. SFC’s Farm Viability team makes in-person visits to farms selling fresh fruit and veggies, eggs, dairy, and meat. 

Farm visits help us ensure transparency in the supply chain and also give us a chance to connect with farmers more directly about their operations. There is so much variation in the Texas landscape and how it interacts with food production – from sandy soils needing a lot of amendments, to pastures that were previously overgrazed and are consequently dominated by thorny weeds. Awareness of the challenges small-scale farmers face informs SFC’s priorities in farmer advocacy and resources like SFC’s Farmer Newsletter.

Cottage Foods

Market goods that are lower risk for spoilage like jams, cookies, and bread made by small-businesses (earning less than $50,000 annually in revenue) are regulated under Cottage Food Law. Although this category exempts vendors from some permit requirements, cottage food vendors still have to register with the state, complete a basic food safety course, and comply with product labeling requirements. 

Labels are the main quality assurance mechanism for small-batch cottage foods. Labels must show the date the product was made, any ingredients associated with common allergies, and a disclaimer that the food isn’t subject to inspection. See full list of labeling requirements. Although cottage food operations aren’t inspected by the health department, they can be shut down by city or state health officials if it’s determined that products are putting community health at risk.

Eggs And Meat

Although eggs are higher risk for spoilage than cottage foods like jams, small-scale egg vendors don’t need inspections or permits to sell ungraded eggs. In eggs, “ungraded” means they haven’t been inspected or sorted into groups based on appearance. Egg grades are determined by factors like the appearance of the shell, egg yolk, and egg white. 

In Texas, all meat sold to the public must go through a state-approved processing center. No one is allowed to sell meat from an animal slaughtered at their home or farm. Other required permits for selling meat in Texas include a food handler’s license and a health permit from city, county, or state health departments.

Fresh, Local Foods

When it comes to locally grown fruits and veggies, most of the time permits aren’t needed to sell whole, fresh produce. That means you’re the inspector, and freshness that you can see, feel, and taste is the measure of quality. For questions about produce cultivation including pesticide use, farm sustainability, and location, you can ask the farmer who grew it at the time of purchase. 

Although there isn’t the same kind of paper trail on market produce as the “Grown in California” stickers on fruit at the grocery store, the ability to ask the grower directly about farming practices provides greater supply chain transparency for market produce than many larger-scale stores can offer.

As of September 2026, the price of food in the US has risen over 30% since 2020. Putting food on the table, let alone high-quality food, is a bigger challenge for Texas families than ever. SFC’s program Double Up Food Bucks Texas (Double Up Texas) supports fair access to high quality food by doubling SNAP benefits to spend on fresh fruits and vegetables at over 100 Texas farmers’ markets and grocery stores. AUSTIN, Texas — Vanessa Beltrán, Director of Education at Sustainable Food Center (SFC), has been selected for a fully funded Doctor of Public Health (DrPH) fellowship through the Bloomberg American Health Initiative at the Johns Hopkins Bloomberg School of Public Health. She is one of 10 fellows chosen nationwide for the doctoral program this year.

Beltrán was selected for the Initiative’s Food Systems for Health track, one of five focus areas designed to address major public health challenges.

“My purpose is to help people turn towards one another in care, through community-centered programs, I work to strengthen food systems, improve nutrition security, and empower people to make informed food choices. This fellowship will help me expand the impact of culinary nutrition interventions while generating evidence that can inform public health practice and policy.”

At SFC, Beltrán leads The Happy Kitchen/La Cocina Alegre®, a free bilingual culinary nutrition program that has expanded from 20 to more than 60 class series annually. The program now reaches over 1,100 participants across Central, West, and East Texas through a network of 90 peer facilitators.

She also oversees nutrition education for Double Up Food Bucks, Texas, which increases access to fresh fruits and vegetables by matching SNAP benefits.

The Bloomberg American Health Initiative at the Bloomberg School trains public health leaders and supports research, partnerships, and policy change to help more Americans live longer, healthier lives.

The fellowship program reflects the Initiative’s commitment to supporting leaders addressing urgent public health challenges in their communities. As Bloomberg American Health Initiative Director Josh Sharfstein noted in a news release, the fellowship is designed to help participants deepen and expand their impact.

Vanessa Beltran MDiv, MPH, RDN, LD

Vanessa is a registered dietitian, public health practitioner, and educator whose work centers on food access, culinary nutrition education, and health equity. She has practiced across inpatient, outpatient, and community settings — including community health centers, a teaching hospital, and a long-term care facility — and has taught culinary nutrition classes for organizations serving youth, families, and older adults across Texas.

As Education Director at SFC, Beltrán supervises a bilingual team, directs curriculum development through community co-creation, and guides the program’s replication partner network statewide. She brings a background in clinical dietetics, community-based nutrition education, and adaptive leadership, including teaching experience at the University of Texas at Austin and Harvard, and consulting with health and social sector organizations navigating complex change. She holds a Bachelor of Science in Nutrition from the University of Texas at Austin, a Master of Public Health from the Harvard T.H. Chan School of Public Health, and a Master of Divinity in Religion, Ethics, and Politics of Health Equity from Harvard Divinity School. Beltrán is currently a DrPH student and Bloomberg American Health Initiative Fellow in Food Systems for Health at the Johns Hopkins Bloomberg School of Public Health.

Austin, TX August 05, 2026, Sustainable Food Center (SFC) announced today it received a Blue Impact grant from Blue Cross and Blue Shield of Texas, an award reflecting BCBSTX’s dedication to community-based organizations that prioritize the well-being of children and families.

The grant recognizes the crucial role of local organizations in fostering positive change, tackling underlying factors that influence health, including socio-economic challenges, and promoting economic opportunities.

Double Up Grocery Store

Through this investment, the Sustainable Food Center (SFC) will help more Texas families and communities access the resources they need to live healthier lives. The need for this investment is especially urgent. According to a 2025 Feeding America report, Texas now leads the nation in food insecurity, with 1 in 6 households (5.4 million Texans) facing hunger, up from the previous year. This funding will expand access to healthy, locally grown food while supporting Texas farmers and strengthening local economies.

Programs like The Happy Kitchen / La Cocina Alegre, SFC’s free, bilingual cooking and nutrition education program, play a key role in building this more resilient food system. Through classes, participants gain practical, culturally relevant skills to prepare nutritious meals and support their family’s well-being. According to a 2025 Texas Diabetes Council report, nearly 3 million Texas adults, about 12.7% of the adult population, are living with diagnosed diabetes. Programs like this provide tools that can help prevent and manage chronic disease while fostering healthier habits for generations to come.

The impact of this work extends far beyond the kitchen table. Claudia D. Peña first joined The Happy Kitchen / La Cocina Alegre 26 years ago as a parent looking for practical ways to feed her young family. 

"In the very first class I realized that this was exactly what I needed," she said. "I was an immigrant, in a different culture, with a baby I wanted to feed in a healthy way."

She later trained as a facilitator, and today her son Rodrigo also works alongside her in the program. “Now we share the stage in the classes,” she added. “Simply, this program is part of our life.”

Since 2011, BCBSTX has awarded more than $30 million through the major grants program to community organizations statewide, touching the lives of millions of Texas children and families over the last 15 years. “At Blue Cross and Blue Shield of Texas, we recognize the important role social and economic factors play in overall health and well-being. These grants help create stronger pathways to healthier futures for children and families across Texas,” said Jim Springfield, Plan President of Blue Cross and Blue Shield of Texas. “As we approach a century of serving Texans, we remain committed to advancing meaningful outreach, addressing health disparities, and supporting more equitable care—so all Texans have the opportunity to thrive.”

That commitment to equity takes shape in SFC’s programs like Double Up Food Bucks Texas, which matches every SNAP dollar spent on fruits and vegetables, doubling what families can buy at no extra cost, and its WIC Nutrition Support program, which offers similar seasonal vouchers to pregnant women, new parents, and young children, worth up to $120 per family in Central Texas with county funding.

SFC’s Temporary Relief Program at Participating Farmers’ Markets in Texas

Sustainable Food Center (SFC) is partnering with select farmers’ markets across Texas to offer Double Up Fresh Bucks / Double Up Dólares Frescos –  a temporary relief program to help families and farmers affected by the federal government shutdown.

This program provides market dollars that shoppers can use to buy food and drinks at select farmers’ markets in the Double Up Food Bucks Texas network. Double Up Fresh Bucks / Double Up Dólares Frescos helps families stretch their budgets while ensuring local farmers continue to earn income from selling fresh food in their communities.

How it Works

Starting November 15, 2025, Double Up Fresh Bucks / Double Up Dólares Frescos will be available at select farmers’ markets in Texas. Participating farmers’ markets (see full list below) can offer $10-$30 per customer per day in Double Up Fresh Bucks / Double Up Dólares Frescos. Each market will decide how much they are able to distribute per customer per day. 

Shoppers can use Double Up Fresh Bucks / Double Up Dólares Frescos for any food or drink items at the participating market. Double Up Fresh Bucks / Double Up Dólares Frescos are available on a first-come, first-served basis. All Double Up Fresh Bucks / Double Up Dólares Frescos expire on December 31, 2025.

Your voice matters – share how SNAP impacts you personally to tell Congress that protecting SNAP should be a top priority.

SFC Farmers’ Markets and Programs Remain Open

SFC Farmers’ Markets remain open every Saturday from 9 AM – 1 PM and continue to offer:

  • Triple WIC – three times monthly WIC benefits for fresh fruits and vegetables. WIC yellow market dollars do not expire.
  • Double Up Food Bucks Texas – double the value of SNAP benefits for fresh fruits and vegetables. Yellow Double Up Food Bucks and SNAP red market dollars do not expire.

Our Commitment to Families and Farmers

SFC’s focus remains supporting Texas families and farmers who depend on federally funded programs including Supplemental Nutrition Assistance Program (SNAP), Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), and Double Up Food Bucks Texas (Double Up Texas) to put food on the table.

SFC received the largest award in the nation and is the sole recipient in Texas. To maximize the impact, SFC is launching our Cultivate Change Campaign to raise a matching $8.7 million through support from donors in the community. Community support will be critical to securing the full $17.4 million investment over the next four years, making this a transformative moment for Texas agriculture and food access.

This funding will allow SFC to triple the number of grocery stores and farmers’ markets participating in its Double Up Food Bucks Texas (Double Up Texas) program, significantly expanding access to fresh, nutritious food for families in rural and urban communities across all 11 regions of Texas. The program, which matches the purchasing power of families using SNAP benefits, will boost sales for local farmers while helping Texans make nutritious choices.

“These investments answer the call to the White House Challenge to End Hunger and Build Healthy Communities, which is an extension of the National Strategy on Hunger, Nutrition, and Health that aims to end hunger and increase healthy eating,” the USDA NIFA announced on Friday.

“This is a transformative opportunity for Texas,” said Mark Bethell, CEO of SFC. “With this funding, not only will more families have access to fresh, affordable food, but Texas farmers will benefit from stronger local demand for their produce, building a more resilient food system.”

Expanding Reach and Impact Across Texas​

This $17.4 million investment in Double Up Texas will enable SFC to partner with over 150 retailers, expanding the program’s reach into rural and urban communities where nutritious food access is often limited. The program will also directly support farmers and food producers by increasing sales, contributing to a more robust Texas agricultural sector. SFC aims to establish and build upon lasting partnerships to ensure the sustainability of the program beyond the four-year funding period.

“With USDA NIFA’s support, SFC will work closely with regional leads to tailor Double Up Texas to meet the needs of each community,” said Hannah Thornton, SFC’s Senior Director of Food Access and Education. “This localized approach allows us to leverage the expertise of regional partners, like Texas Health Resources, San Antonio Metropolitan Health District, Brownsville Wellness Coalition, and Desert Spoon Food Hub. By tailoring Double Up Texas to meet the specific needs of different regions, we’re ensuring local farmers and businesses thrive, while making fresh food more accessible to families across the state.”

Proven Impact of Double Up Food Bucks Texas​

Since launching Texas’ first SNAP incentive program in 2012, SFC has been a leader in promoting local food and supporting Texas farmers. Double Up Texas is integral to SFC’s mission of transforming Texas’ food system to nourish health, land, and livelihood.

In 2023 alone, Double Up Texas served over 34,000 SNAP households, increasing local food sales by $788,744 for Texas farmers and retailers. Additionally, in the past year, 194 Texas farmers saw increased sales due to Double Up Texas, with 278 farmers benefiting from 2022. Currently operating at 61 locations across the state, this new GusNIP funding will allow the program to expand to 150 locations, reaching even more communities and continuing to drive local economic growth.

Building a Healthier Future for Texas​

The GusNIP grant will fund various initiatives, including the expansion of Double Up Texas at grocery stores and farmers’ markets, as well as enhancing culturally relevant nutrition education through SFC’s The Happy Kitchen/La Cocina Alegre® program, ensuring families have the skills to prepare nutritious meals using local produce.

By increasing access to these services, SFC aims to provide lasting support to communities facing high rates of diet-related diseases and limited access to nutritious food. This investment will help address food insecurity, improve the health of Texas families, and create a more sustainable food system for future generations.
